Col. Jim O'Brien, USAF (Ret)

As MOAA's Chief Operating Officer, Col. Jim O’Brien, USAF (Ret), is responsible for leading the day-to-day operations of the MOAA staff to achieve MOAA’s strategic advocacy, membership, engagement, council and chapter, philanthropy, and resources goals as outlined in MOAA’s Strategic Plan. He works collaboratively with a staff of 84 professionals to achieve MOAA’s vision to “be recognized and respected as the foremost organization advocating on behalf of the uniformed services community and its family members.”

Career Highlights

  • 1998 Air Force Comptroller Magazine Best Author Award and author of periodic MOAA financial advice columns 
  • Selected across all services as the 2000 Officer of the Year for the Honolulu-Pacific Federal Executive Board while serving in Japan
  • Transformed and modernized MOAA financial operations to include overhauling investment strategies, implementing automated vendor payment and payroll systems, while ensuring clean audits for 6 consecutive years as the CFO
